Introduction to Universities
In order to successfully promote the various tasks of the Surabaya Taiwan Learning Center, the university cooperated with Taiwanese organizations in Indonesia and utilized local capabilities to enter the potential market of Mandarin and higher education. The initiative includes international academic exchange, establishing an international campus environment, establishing curriculums taught in English, and scholarships for international students; also, the 318 strategic action act improves the Chinese and English second language abilities (3 language abilities) of students and encourages local students to study abroad through 8 methods including exchanges, joint-degrees, and foreign internships. The consolidation of universities (Asia University + China Medical University) into one unit works together for the outward promotion of Taiwan’s higher education.

The Taiwan Ministry of Education approved the “China Asia Associated University System”. This major collaboration between two private universities is a unique development and one that will lead the way to further associations. Students of the “China-Asia Associated University System” will experience cross-university curriculums that will provide dual majors along with exposure to many alternative minors; thus providing a exceptional opportunity for students to enjoy the wide educational resources of both universities.; in the future, students of “Asia China Joint University” will enjoy cross-university curriculums, minors, dual majors, and exchange student status to enjoy the unique education resources of both universities!

Asia University, Taiwan President Jeffrey P. Tsai states that Chang-Hai Tsai, the chairman of both China Medical University and Asia University recently promoted the sharing of resources between both universities that has led to significant results in the domestic and international rankings of both universities. He feels that the operation has matured and should apply for system university status with the Ministry of Education for a mechanism of mutual benefit; the action to operate in alliance was approved by the Ministry of Education.

President Tsai pointed out that 5 years ago, the two universities came together as brother schools to share resources in administration, library, academic research, and cross-field learning to create synergy for a greater effect of 1+1>2. However, in terms of international rankings both brothers climbed the mountain and worked hard on their own to rise with exceptional performances in international academic ranking.

British newspaper The Times published the “2017 Asia Pacific University Ranking” on July 5th and a total of 26 Taiwanese universities entered the ranking. China Medical University and Asia University, the allied “China Asia Joint University” both entered the ranking with China Medical University at 84th, becoming Taiwan’s sole private university to make the top 100. After being founded 16 years ago, Asia University was ranked between 171-180, ranking 14th in Taiwan, 7th in private universities, and 3rd in private universities excluding medical schools; the academic performance of both schools have received the acclaim of the international community.

● Since founding, the university held the goal of becoming a first rate international university by taking the initiative in pursuing international academic exchange, establishing an international campus environment, establishing curriculums taught in English, and scholarships to recruit international students; also, the 318 strategic action act improves the Chinese and English second language abilities (3 language abilities) of students and encourages local students to study abroad through 8 methods including exchanges, joint-degrees, and foreign internships. In response to the government’s “New Southbound Policy”, the project has expanded to current international activities to improve diverse academic exchanges with the largest ASEAN country, Indonesia, and aggressively implement joint-degrees, exchange students, internships, and academia-industry cooperation with Indonesian universities by recruiting Indonesian students.
● Asia University and China Medical University utilized the joint university model to establish the Surabaya Taiwan Education Center to effectively utilize the resources of both universities. Integration and mutual support has assisted Taiwanese universities to recruit Indonesian students for diverse cooperation of academia and industry to achieve results for the government’s “New Southbound Policy”.
● Government initiative in the current “New Southbound Policy” improves the recruitment and academic exchanges between higher education in Southeast Asia and South Asia regions with the goal of multiplied effectiveness as a short-term quantitative goal. Minister of Education Pan Wen-chung indicates that the innovative transformation blueprint of higher education has 3 critical elements that include forward-looking, connecting globally, and connecting with the future. In the current knowledge production and high technology levels, many Asian countries still invest many resources and labor to universities to progress towards world-class universities. Recruiting foreign students creates diverse campus environments and that’s a key strategy in the global development of higher education. The high-quality of higher education in Taiwan is less costly compared to Europe and the U.S. and the exquisite Mandarin learning environment can attract foreign students to study abroad in Taiwan.
